Article about the EPA Sanitary District asking the West Bay Sanitary District to take over its operations because they "would like to see the district managed by somebody who know how to manage it." EPA Sanitary District Manager and Board Secretary Clarence Hynes favored annexation to Menlo Park over incorporation and thought that a city-run district would function poorly.
