Final draft argument for the April 15, 1982 sample ballot in favor of Proposition B: the dissolution of East Palo Alto Water Works District as a part of the reorganization of the East Palo Alto area. Proposition B helps to establish the new city of EPA, when approved alongside propositions A, C, and D. Includes handwritten edits from Barbara Mouton and notes that the water works district, should it be dissolved, would have its functions transferred to the public works department of the city of EPA.
