Proposition A helps to establish the new city of EPA, when approved alongside propositions B, C, and D. Notes that the San Mateo County Board of Supervisors and LAFCo voted to allow the election and an analysis by the Stanford Research Institute says there's enough money for the new city of EPA to be operational.
