A study that provides an overview of various ways that citizens can participate in local government affairs so that the government can best serve their needs. Written from the point of view of Mayor Mouton, this study illustrates the viewpoint of a Black mayor who presides over the small, newly-incorporated, and multi-ethnic city of EPA.
