Arguments for and against Measure C prepared by EPA City Councilmembers Barbara Mouton, Ruben Abrica, and John Bostic. Measure C was on the 1988 election and, if enacted, would have made it possible for only EPA residents to amend, appeal, or repeal passed laws or ordinances during an election instead of the City Council having the power to do so.
