Selections from the Archive related to the efforts to incorporate East Palo Alto, including the East Palo Alto Citizen Committee on Incorporation (EPACCI) and legal actions to overturn incorporation.
In addition to the battle for incorporation, this collection includes artifacts that document a city in transition. Cityhood meant the creation of an EPA police department, which overlapped with the crack cocaine era, and the creation of an independent city government with an operating budget and tax revenue. This era also includes the "city on the move" era.
